The Comprehensive Planning (CP) project announced several enhancements and adjustments to timelines related to the June 30, 2012 release of the new online CP tool. An enhanced version of the District Level Systems (http://tinyurl.com/DL-Systems-Full-Version) that aligns with the Standards Aligned System (http://tinyurl.com/DL-Systems-SAS-Crosswalk) was distributed to the field through the PAIU groups. Due to these enhancements, an interpretation of existing statutory and regulatory language and budget considerations, other revisions were announced.
1. All Districts, Schools, AVTS/CTCs and Charters with an AYP Status of Warning are no longer required to submit a plan. However, if identified in September 2012 as Improvement I, then they will submit a plan no later than November 30, 2012.
2. Phase 2, 3 and 1B (Former Phase 3) Districts, Schools, AVTS/CTCs and Charters with an AYP Status of Improvement, Corrective Action or Making Progress will now submit their Needs Assessment and Action Plans via the CP tool a plan no later than August 30, 2012.
3. Pilot Phase 1 Districts with an AYP Status of Improvement, Corrective Action or Making Progress will meet their requirement of a plan with the submission of their District Level submitted no later than November 30, 2012.

Comprehensive Planning Project Announcement and Phase Reconfiguration
During the spring of 2010, PDE commissioned a research study to analyze and make recommendations regarding the current planning processes and tools used by LEAs and their alignment with the school improvement processes and tools. The study identified the need for a comprehensive process and tool that aligns LEA planning and school-level planning.
Under the direction of PDE, Capital Area Intermediate Unit and Delaware County Intermediate Unit are collaborating to design and develop a single, streamlined, yet systemic, comprehensive planning process and plan management system for LEAs and schools within the Commonwealth to ensure that:
● LEAs and schools are using the same proven planning practices.
● All planning is collaborative, coordinated and representative of the participation of all stakeholders.
● School-level data analysis informs district-level planning; and district resources and activities directly support school improvement.
An important part of this project is the reconfiguration of the Phase submission structure. The new configuration eliminates the unequal number of plans submitted statewide as well as within each Intermediate Unit. If an LEA has been selected to change its submission Phase, then its plan will be due one year later than originally identified in the old configuration. For the pilot year (11-12 SY), only 139 Phase 1 LEAs will utilize the new planning process and associated online tool.
